Deployment recommendation: use Option 1 for this MVP — keep `ProjectLedger` as the public record of requested/committed/confirmed labor payouts and execute payout settlement off-chain. Option 2 remains a future path if on-chain escrow or ABI-level shift state becomes necessary.

Reviewer-signed QR payloads carry the site, task, nonce, timestamp, and hourly rate used by the worker clock-in flow.
